世界大学ランキングや大学の国際的通用性は、現在日本の大学や科学技術予算のあり方を揺るがすような大問題として扱われるようになっています。この議論の背景には世界の構造変動、すなわち、欧米先進諸国のみならず、中国、韓国、インド、シンガポールなど、アジアを中心とした多くの新興国のトップ大学が急速に研究・教育能力を高めていることがあります。日本の大学がこうした世界的な大競争のなかに埋没せず、個性のある役割を果たしていくには、どうすれば良いのでしょうか？大学の国際化が進行する現在、研究の国際競争力、グローバル人材育成などの様々な議論が必要とされています。
本シンポジウムの第１部では、世界大学ランキングや、世界水準の大学形成の問題を、新興国、欧州、アジア・太平洋それぞれの視点から国際的な研究を行なってきた3名の海外の専門家に講演いただきます。それをうけて、第２部では、トップ研究大学、科学技術、大学の戦略形成、政府の役割、国際交流といった様々な立場から、日本の大学の可能性とそのための環境整備のあり方について、日本を代表するスピーカーの方々に議論していただきます。第３部では、海外・日本のスピーカー、そして、フロアを交えた議論を行い、世界の中での日本の大学の位置づけを客観視した上で、日本の大学が国際的な魅力を高め、国内外の社会に貢献していくために取るべき方策を考えます。
The hotly debated issues of world university rankings and worldwide standards of universities have direct and significant bearing on Japanese university management and budgeting. Worldwide structural reforms in higher education involve not only the United States and Western European countries, but also rapidly developing nations in the Asian region such as China, South Korea, India, and Singapore, whose research and education capacities have shown marked increase in recent years. Amidst this global competition, how should Japanese universities adapt to structural changes around the world without sacrificing their originality and existing functions? As the internationalization of higher education advances, it is necessary to confront many pressing issues, including international competitiveness in research and the development of global human resources.
In the first stage of this symposium, we will welcome three experts in international research on developing counties, Europe, Asia and the Pacific region to discuss world university rankings and world-class universities. In the following stage, Japanese experts with various backgrounds in top research universities, science and technology, strategies for university management, roles of government, and study abroad programs will discuss the potential of Japanese universities and matters of infrastructure development. In the final stage, based on the objective theme of "Japanese Universities within a Global Context", all guest speakers and the audience will be invited to exchange ideas and thoughts regarding how the international attractiveness of Japanese higher education might be enhanced, and how universities might henceforth contribute to domestic and international societies.

Jamil Salmi
(former Tertiary Education Coordinator, World Bank)
Jamil Salmi, a Moroccan education economist, is a global tertiary education expert. Until January 2012, he was the World Bank’s tertiary education coordinator. He was the principal author of the Bank’s 2002 Tertiary Education Strategy entitled “Constructing Knowledge Societies: New Challenges for Tertiary Education”. In the past twenty years, Mr. Salmi has provided policy advice on tertiary education reform and strategic planning to governments and university leaders in more than 70 countries all over the world.
Ellen Hazelkorn
(Dean of the Gradudte Research School, Dublin Institute of Technology)
Professor Ellen Hazelkorn is Vice President of Research and Enterprise, and Dean of the Graduate Research School, Dublin Institute of Technology (DIT), Ireland; she also leads the Higher Education Policy Research Unit at DIT. She is a Consultant to the OECD Programme on Institutional Management of Higher Education (IMHE), and is also associated with the International Association of Universities (IAU).
Jung Cheol Shin
(Associate Professor, College of Education, Seoul National University)
Dr. Shin is an associate professor at Seoul National University having previously served the Korea Ministry of Education for 18 years. His research interests are higher education policy, knowledge production and social development, academic profession, and quality assurance. His researches have been published in international journals such as Higher Education, Review of Higher Education, and Asia Pacific Education Review.
