日本から米国へ留学している学生数が大幅な減少を続け、IIE (Institute of International Education)による最新の統計によると前年比14％減少し、ついに21,290人となったことが大きなニュースになっています。その一方で中国やインドなど新興国から先進国への留学は増え続け、世界的に見れば自国以外の高等教育機関で学ぶ学生は増え続けています。本シンポジウムでは、IIEのプレジデントである、Dr. Allan Goodmanに基調講演をお願いし、世界的な留学生と教育交流の動向、米国大学における国際戦略を分析します。同時に、米国大学が外国成績評価システムをどのように運用し質保証をともなった受入システムの整備につとめているか、留学生獲得戦略に基づいたリクルート活動をどう展開しているか、などにつき、ケーススタディを交えて検証します。グローバル30の採択校からの事例も紹介しながら、将来の日本の大学にとって示唆となる課題について意見交換することができればと考えます。
なお、本シンポジウムは、米国大使館ならびに明治大学国際教育研究所（2011年9月に新設）が、㈱ベネッセコーポレーションの協賛を得て開催いたします。
Reflecting a continuous decline, the number of Japanese students who are studying in the United States fell to 21,290 in 2010-11. On the other hand, a growing number of students from emerging-nations, such as China and India, are studying in developed countries, and the total number of students who are studying abroad has increased worldwide. At this symposium, Dr. Allan Goodman, President and CEO of IIE, will shed light on global trends in student mobility, and he will discuss exchange programs and international strategies at universities in the U.S. In addition, we will examine a number of case studies, through which we hope to find answers to the following questions: 1) how have universities in the U.S. utilized foreign credential evaluation and how have they managed quality assurance when accepting foreign students?; and 2) how have U.S. universities created and implemented international recruitment strategies? Furthermore, using an example from a Global 30 university in Japan, we would like to exchange ideas and thoughts relating to the future of Japanese universities.
This symposium will be hosted by the Embassy of the United States and Meiji University Research Institute of International Education (RIIE), with sponsorship from the Benesse Corporation.

Dr. Allan E. Goodman
President and Chief Executive Officer
Institute of International Education
Dr. Allan Goodman is the sixth President of the Institute. Previously, Dr. Goodman was Executive Dean of the School of Foreign Service and Professor at Georgetown University. He is the author of books on international affairs published by Harvard, Princeton and Yale University presses. Dr. Goodman served as Presidential Briefing Coordinator for the Director of Central Intelligence in the Carter Administration.
