1. You had finished (or are expected to finish) 12 years education on regular course in a foreign country by 31st March 2017, or are designated by Minister of Education as a holder of the equivalent ability.
2. You are a holder of eligibility to enter a foreign university like IB, Abitur, Baccalaureate and others.
