There are traffic accidents counseling desks in local council offices. However they are not designed only for foreign students. We advise you to go to private counseling centers which are specialized in dealing with foreign students first, then to go to council offices.
KOUTSUJIKO-SYORI CENTER (The association of center for Traffic Accident Transactions)
There are 8 traffic accidents transaction centers in Japan. Counselors-at-law will give you advices. They cover all the process from consulting to introduction of attorneys and judgment free of charge. However, it is a popular service and you would have to wait two to three months until you could use the service. Before you apply for this service, you should consult with local council traffic accidents counseling office to settle and organize the matters of trouble.

There are centers at local bar associations or local government offices. The Center provides free legal consultation and free settlement mediation in connection with traffic accidents at branches in various districts in Japan. In cases settlement out of court is required the center appoints attorneys as neutral conciliators for settlement if requested by the parties. You will fix the date on the phone and will be asked to take documents concerning the accident.
